Is this a global DNS propagation checker?

No. This tool shows the current answers returned by Convertr server resolvers. DNS propagation can differ by resolver and location.

Which DNS record types can I check?

You can check A, AAAA, CNAME, MX, TXT, NS, CAA, SOA, and SRV records.

Can I look up localhost or private network names?

No. The lookup accepts public domain names only and rejects IP literals, localhost, wildcards, and private/internal hostnames.
