PDF is a fixed-layout page description that can contain text, vector graphics, raster images, forms, annotations, fonts, and attachments.
Published document routes use the deployed LibreOffice, Calibre, Ghostscript, and dedicated PDF/CAD services according to the selected pair. Complex files are converted on a best-effort basis.

Check that the file opens in its original application, is not encrypted or DRM-protected, and really matches its extension. A damaged header, unsupported internal codec, missing linked asset, or mislabeled file can fail even when PDF is generally supported. Try a different published target only when it fits your goal; changing the extension by hand does not convert the file.
